Problem with the Huskies is their soft non-conference schedule. I could see them dropping and Penn St getting in.
So I am going to go:
1) The Elephants
4) Sandusky State
Alabama, Clemson, Ohio St, Washington would be my pick. Penn State lost to Pitt and got housed by Michigan.
A nice win against Wisconsin isn't worthy of jumping over any of the one loss teams IMO.
I would support a rule saying you have win conference to be in Playoff; but since that is very much not the rule I don't see why PSU would have a claim here.

Penn State should be perma-banned from the playoffs. A silent death penalty, if you will.

Ohio St played a more difficult schedule and had only one loss. Pretty simple - head to head matters but isn't the only factor, especially when all else isn't equal.
It was a 3 point win at home that had a furious 4th quarter comeback. Great win regardless of the way it happened but I don't think anyone believes at a natural site, Ohio State wouldn't be like a 5 point favorite.
H2H is honestly a stupid way to decide who wins the division. One team will always have a sizeable advantage, having played at home.

But the excuse then was The Conference Championship Game! Why bother having them if they aren't going to carry any weight? And that ended up being the deciding factor.
So if they are going to be consistent about what matters...

That's completely apples and oranges. The Big Ten has a title game, and the best team didn't get to play in it because of an arbitrary tiebreak (and the result of a game of a 3rd team against a non-common opponent).
Plus TCU played a disgraceful OOC. OSU rolled AT Oklahoma.
I wouldn't call it disgraceful. They beat a Power 5 team (Minnesota), unlike OSU.

It wasn't disgraceful, as A-A Ron put it. That's all I'm saying. It was a better win than any of the Buckeyes non-con wins (Kent State, Cincinnati, Ashtabula State)
But Ohio State did win the conference title game that year. The Big 12 screwed up by having "co champions" that year. If they had 12 teams and had a conference title game and it was TCU vs Baylor, I think whoever wins that game does go in before Ohio State.
